TRAINING AND DEVELOPMENT:

 

            VILLAGE HEALTH GUIDES (VHG)SCHEME:

 

The Village Health Guide Scheme was initially started as Community Health Workers’ Scheme on 2nd October, 1977 in all the States except Arunachal Pradesh, J & K, Kerala and Tamil Nadu. The Scheme was renamed as Village Health Guide Scheme in 1981 when it was made 100% centrally sponsored scheme under Family Welfare Programme. According to the scheme the village community selects a volunteer as Village Health Guide who after training acts as a link between the community and the governmental health system. At present about 3.23 lakh VHGs are reported to be working. Each VHG is paid an honorarium of Rs. 50/- per month. The Scheme has been reviewed by a committee of experts. The report of the committee after obtaining the comments of other relevent Min. / Deptt. being forwarded to the cabinet for final decision.

 

 

                BASIC TRAINING OF  ANM / MPHW (F):

 

It is a 100% centrally sponsored scheme under Family Welfare Programme.  Female Health Workers’ basic training course is of 1 ˝ Years duration and eligibility for admission is X class  pass.  The course is recognised by Indian  Nursing Council. There are 478 ANM/ MPW(F) Training Centres functioning in the country.  These include training centres run by Voluntary Organisations with their own resources.The finnacial assistance increased w.e.f. 7.2.2001, for stipend  for the trainees from 125/-per month per trainee to Rs 500/- per month per trainee, contingency from Rs 5000/- per annum to Rs 10000/- per annum &  rent for school and hostel(if in  rented building )  from Rs 2500/- per annum to Rs 60,000/- per annum.

 

 

                TRAINING OF MULTIPURPOSE  HEALTH WORKER (MALE)/MPHW (M):

 

It is a 100% Centrally Sponsored Scheme.  Basic training is for one year and eligibility for admission is X pass.  On successful completion of the training the Health Worker (M) are eligible for posting at a Sub Centre.  There are 56 MPW (M) Training Centres functioning in the country as on 30.06.00.  Of these, 28 training centres are functioning in Health and Family Welfare Training Centres and 28 are independent basic training schools.The financial assistance have been revised w.e.f. 7.2.2001 as follows:

            PROMOTIONAL TRAINING COURSE FOR MPHW(F)/ANMS:

 

ANMs with at least 5 years of service are deputed for 6 months Promotional Training Course.  After the training, they become eligible for the post of LHVs/HA(F).  During the training period, the ANM is paid a stipend of Rs.150/- p.m.  An LHV provides supportive supervision and technical guidance to Female Health Workers (ANMs) of 6 Sub Centres.  There are 42 LHV Promotional Training Centres in the country.The pattern of financial assistance for this programme also has been revised as mentioned under the programme of basic training of ANM.

 

            HEALTH AND FAMILY WELFARE  TRAINING CENTERS        

 

            Health and Family Welfare Training Centres have been established in the country

           with   the objective to improve the quality of services by providing in-service orientation

           training to the Medical and Para- Medical personnel engaged in the delivery of Health

           and  Family Welfare Services. There are 47 Health and Family Welfare Training Centres

functioning in the country. These training centres are funded by the Department of                Family  Welfare, Government of India.The financial assistance for this programme     has been revised as follows :-

           RURAL HEALTH TRAINING CENTRE, NAJAFGARH: (RHTC)

 

RHTC, Najafgarh was estblished as a Najafgarh Health Institute with the assistance of Rockfeller Foundation in 1937 and emerged as a Rural Health Training Centre in 1969.  It has been rendering various services to the rural community training to medical and para medical health workers and nursing personnel from different Nursing Training Schools of Delhi, orientation training to Public Health Students and ANMs, training of ANMs (10 + 2) Vocational Course under Central Board of Secondary Education.

 

                FAMILY WELFARE TRAINING AND RESEARCH CENTRE, MUMBAI(FWTRC)

 

Family Weflare Training and Research Centre(FWTRC), Mumbai was the first Family Planning Training Centre, established in June 1957 and was made responsible for the training needs of State and District level categories of health personnel from Western Zone.  This centre has been recognised as an institution for training of central health service officers in the areas of National Family Welfare Programme and National Health Policy.  FWT&RC is also conducting community based Research Projects in the field of Health and Family Welfare.  The institute also conducts a one year diploma in health education (DHE).

 

 

                GANDHIGRAM INSTITUTE OF RURAL HEALTH AND FAMILY WELFARE TRUST (GIRHFWT), GANDHIGRAM, TAMIL NADU.

 

To train the teachers of ANM/LHV Training Schools and Public Health nurses during the Sixth Plan Period, Government of India established training institutions at Tamil Nadu (Gandhigram).  The Gandhigram institution is also functioning as one of the Central Training Institutions in India to provide training to functionaries of Health and Family Welfare of Kerala, Karnataka, Pondicherry, A&N Islands as well as Tamil Nadu.  The institute also conducts regular Diploma in Health Education Course (DHE) of one year.
